HES publishes Planning Performance Framework Report 2017-18

Historic Environment Scotland (HES) has today (Monday 6 August) published its Planning Performance Framework Report for 2017/18, which reviews how the organisation has performed in its role within the Scottish planning system.

Throughout 2017-18 HES has continued to drive improvement across three key areas of planning: designation of historic environment assets; advising decision-makers and granting consents.

Target timescales were met or exceeded for over 90% of responses in the twelve month period, including development management consultations, planning applications and listed building and conservation area consent applications.

HES has undertaken wide-ranging work to help planning authorities, developers and communities across the country best manage the historic environment, including:

• Working with partners City of Edinburgh Council and Edinburgh World Heritage to launch a new Management Plan for the Old and New Towns of Edinburgh World Heritage Site
• Providing advice and guidance to inform decision-making for the refurbishment of the Burrell Collection in Glasgow, one of Scotland’s most important post-war buildings
• Supporting initiatives such as the Clachtoll Broch Project, by helping to develop a scheme of works to conserve the scheduled monument
• Carrying out a listing review of Craigiehall and Redford Barracks, improving knowledge of these historic assets and how best to protect them

Barbara Cummins, Director of Heritage at HES, said: “Our Planning Performance Framework Report for 2017-18 shows us building on our strong performance of last year as we continue to deliver real benefits for the heritage sector in Scotland.

“We’ve worked with a wide range of partners across the private, public and third sectors to enhance understanding of the historic environment through our advice and guidance; protected sites of national significance through our designation schemes and played a lead role in the preparation and promotion of policy within the planning system.

“Our What’s Your Heritage? consultation has seen us take us take a pioneering approach to engagement as we invited groups and individuals across the country to influence the designation, management and celebration of Scotland’s historic places.

“We will shortly be launching the next phase of public consultation on the draft of our replacement Historic Environment Policy statement, which will help enhance understanding of our role within the planning system and offer further opportunity for engagement to help shape the management of our historic environment.”
